By definition, 4 cups make one liter. However, raw rice is spread in a ratio of 3 to 1, so 1 cup of dry raw rice yields 3 to 4 cups of cooked moist rice, if there is enough water to rehydrate the rice. Obviously, if you add 1 cup of water to 1 cup of rice, you get 2 cups of raw rice in total. In my rice cooker (purchased 20 years ago, the instructions state that the ratio is 1 cup of rice to 2.5 cups of salt water, and it is always perfect). I put tea in each cup of dry rice with soy sauce instead of salt.
