How to achieve this PTO effect? 3

It says RVP 100 above and it is similar to Polaroid effect. I would like to know if anyone can tell me what this event or website is.

To increase this PTO, first import in Corel DRAW 11 or 12, then sample up to 200%, do not touch dpi, save! Non-check! Create your background by painting and saving a new layer (green and dark green, for example, after running the Action Motion Blur tool). Put the portrait on a new background layer! History is over!
