We tried to use the prepaid Visa gift card and PSN will not accept it because the gift card did not have address verification. The result is the same if your credit card issuer does not have confirmation of your Visa credit card account address. They suggest that if you have a PO Box address to fill out, add your mailing address to your PSN account to see if it helps.
